Since the climate of the tundra is extremely cold, the soil is all Permafrost, or covered with ice/snow. Permafrost is permanently frozen soil, sediment, or rock. Permafrost has 3 layers- the top layer is called the Active Layer, the 2nd, or middle, layer is the permafrost itself, and the last layer is the Talik, or unfrozen ground.
